No, it's not keyword stuffing, You can mention your targeted keywords in Title, tag description etc. But yes keyword should not be used multiple times in the content of the particular post.

i would recommended to use some Plugin for your website Specially "Yoast" to setting focus keyword.
it is just for the calculation that tells you that how well your content is optimized for that particular keyword.

you can go with one or two keyword per page to target. then search related long tails and supportive LSI keywords. this will give support to your main keyword and also ranking on that long terms is easy compare to short one.
